The Society of the Aid and Rehabilitation of Drug Addicts (SARDA).

SARDA operates two establishments for the treat- ment and rehabilitation of drug addicts who offer themselves for cure voluntarily:
and
(a) Shek Kwu Chau Treatment Centre (for men); (b) a Treatment Centre for women in Wanchai.
Shek Kwu Chau was opened in April 1963 and today has a maximum capacity of 500. The women's centre was opened in December 1968 and has 30 beds. Both places are administered under the provisions of the Drug Addicts Treatment and Rehabilitation Ordinance, Cap 326. Briefly this provides that an addict who offers himself for treat- ment shall, of his own "accord, voluntarily surrender his liberty for a period not exceeding six months in order to submit to such treatment as the superintendent of the centre may prescribe. In the case of an addict under the age of 19 years, a parent or guardian may take steps under the Ordinance to have him admitted for a period not exceeding one year. In addition to this, magistrates sometimes make a condition of a convicted addict's probation order a proviso that he will seek and be accepted for treatment at Shek Kwu a cured addict may be after-care follow up. under the Ordinance

But there is no provision for this it is purely voluntary; and neither
is there any provision for a person to be recalled to a centre if he should be found to be addicted to a dangerous drug during the after care period.

The original intention was that SARDA should provide facilities for addicts outside a law enforcement or prison context, since it was obviously undesirable that an addict could only receive treatment if committed
