Introduction.

Having considered the complex international aspects in
Paper Two which bear directly or indirectly upon the clandestine
trafficking and importation of narcotic drugs into Hong Kong, the remaining three papers in this study will be concerned with the
major domestic issues involved in the suppression of the illicit
trade and the treatment and rehabilitation of drug addicts. paper will examine the control mechanism which exists in the Colony to implement Government's stated policy of interdicting the illicit traffic in dangerous drugs into Hong Kong and eradicating drug abuse
from the community and related matters. Recommendations will be

It is assumed in this paper that the Hong Kong Government will continue to adhere to its current position, and will not free
from control and the sanctions of the criminal law opium, morphine,
heroin, cannabis or any of the synthetic drugs of abuse. This
position is consistent with the policy it has pursued since the end of World War II and which is in conformity with the 1961
Single Convention on Narcotic Drugs ratified by the United Kingdom
and the 1971 Convention on Psychotropic Substances to which the
United Kingdom Government is a signatory. The detailed argument
in respect of each of the applicable drugs is set out for the record
in Appendix B.
