COMMISSIONER OF NARCOTICS

1. Mr Bridge wrote on 20 November asking for informatio i on two gentlemen who might be considered for the post of Commissioner of Narcotics when Norman Rolph retires in about a years time. In answer to Mr Stuart's letter suggesting that the Home Office might be able to name further candidates, Mr Bridge replied that any such recommendations would be welcome. Mr Train sent us l comments on 14 January. The ODA, after some delay, we re able to locate personal files on the three persons who had been suggested as candidates (see below) Because all three candidates were approaching or had passed s xt/ years of age we asked Hong Kong if they would not be automatically ruled out on age grounds. Mr Bridge replied that providing they were still fit and active he would still like any background information that we i available. Mr Champion, who knew Mr Manby in Kenya, has sent us his comments on Mr Manby's recent career.

I attach a draft letter to Mr Bridge which encloses a summary of careers (except for Mr Norman) and final confidential reports.
