Finally, there is the position of the Hong Kong Government. If a trawler or junk were to be intercepted and boarded, it would have to be done inside Hong Kong territorial waters.

This would be the responsibility of the Marine Division of the Royal Hong Kong Police, not the Royal Navy.

It should be To summarise on what I see could be done. possible, given good and accurate intelligence, to intercept and shadow a Thai trawler and possibly shadow the junk to which the cargo was transferred. On reaching territorial waters, the junk would then have to be turned over to the Royal Hong Kong Police for an arrest and search.
It is also considered that this matter is primarily a political one and should originate between the FCO and the Hong Kong Government. It would then be up to the Hong Kong Government to raise the matter with CBF Hong Kong who, in turn, could pass it to MOD.
