You kindly agreed, during our telephone conversation yesterday, to show Mr Rolph's three papers on the problem of narcotics in Hong Kong to the "experts", for any comments they may have on them. I enclose copies of the three papers and a copy of the White Paper on narcotic drugs in Hong Kong that has just been published.
2. I should have confirmed with you that the papers would be forwarded only to Home Office experts who have clearance to see Confidential and Eclipse papers. I imagine that this will be the case but if not, perhaps you could let me know before passing the papers on.
