Events have overtaken the draft letters to Mr Davies (attached below). Arrangements have now been made concerning Hong Kong/UK participation in the Anglo/US/ Hong Kong meeting to be held in Washington. Also the question of Hong Kong representation at the UN Training Seminar on the control of drug abuse which is being held in Djakarta from 3 to 22 June has been settled.
Do you wish to reply to Mr Train's letter of 7 May? I believe you may have discussed over the telephone the points he has raised in his letter.
2. The decision by Mr Rolph not to go to Djakarta negates in part the reason for writing to the Governor about Mr Rolph's performance at Geneva. Do you still wish to write to the Governor or alternatively discuss this matter with the Governor during his forthcoming visit?
