I have just seen Mr Spendlove's minute of
10 April.
2. This may have been overtaken. But I should perhaps place it on record that I do not agree with the analysis in his para. 2. I think it is most unlikely that Peking would disown responsibility for the two million Hong Kong Chinese who are British subjects by birth, naturalisation, registration or marriage. with a eye to the future, would we wish them to do so.

As you say in your minute of 3 May, Mr Spendlove's minute of 10 April was overtaken, or rather it was not taken account of in, the letter that went to Sir John Addis on 26 April.
2. You might in fact care to have on record the enclosed copy of the minute I wrote at the bottom of Mr Spendlove's and which was circulated with the draft letter.
