Sir,
In desperation, I am petitioning to you since I appear to be getting no help not even understanding of my predicament.
Briefly, I am being evicted from my home and place of work,
I have been living in Taan Kwai Tsuen, Yuen Long, New Territories for about 20 years. In 1961, The District Officer, Yuen Long gave me a Permit which I was told was required if I wished to continue quarrying on the site. The fees gradually increased from $2,000.- per annum to $13,400.- in 1970. My home although older was only put on Permit in 1963, It is claimed that "No Permit has ever been issued" to allow me to live on site. This is absurd. Mine is a family business run by myself, my two boys and their wives. In addition we employ from 4 to 20 workers depending on business requirement. When I began to have grand- children and business was good I purchased a flat in town; my present address; part of the family always lived in Taan Kwai Tsuen except in the last two years when staff from The District Officer kept insisting I must vacate. Even then we could not oblige fully because of our property and remnant of our business.
I am now told that we are living and working there illegally because the Permits were cancelled arbitrarily and in a very beaurocratic fashion.
Since 1971 I have been resisting efforts to evict me and my family. I have pointed out that I was required to obtain access before issue of Permit to me. I have asked for compensation, but this is now denied and I told "nothing is known of this". How. frustrating !?
Whilst I would agree that my 20 years sub-lease with leasees for the access is a private matter, I would not have negotiated this if not for the fact that the District Officer insisted that I must have guarranteed access before issue of Permit. I had also pointed out in my many petitions that the access I obtained was- the only possible access to the quarry.
