I have also looked into his allegations that certain quarries in Fo Tan and Tai Wo Ping were allowed to continue on a Crown Land Permit basis after the Tai Shan Company's quarry permits had been terminated. I am satisfied that the extensions which have been given to these two Crown land permittees have been given only on a very temporary basis for good practical reasons related to the particular site.

In the circumstances described above, it is clear that Mr. Law has been far from accurate in the description of his predicament and of the alleged discrimination, and it is considered that there is little merit whatsoever in his petition. It is recommended therefore that a reply be given that although you have given careful and sympathetic consideration of his petition, you have decided, after consultation with the Hong Kong Government that you are unable to recommend that Her Majesty the Queen should accede to his request for continued operation or compensation. If this

recommendation is accepted, a reply in these terms will be made to Mr. Law on your behalf.
