It is clear that the petitioner has been far from

accurate in the description of his predicament and of the

alleged discrimination against him. The Environment Secretary

sees little merit in the petition and recommends that Mr Law's

request for continued operation or compensation should not be

granted.

Mr Robson has also apologised, in a separate covering

letter, for the fact that the petition was not forwarded to us

sooner. The case was being handled by an inexperienced officer

who had to conduct numerous detailed enquiries and who, it is

acknowledged, ought to have consulted his superior earlier. A

new procedure for handling petitions has now been introduced,

and it is therefore hoped that this sort of delay will not be

repeated.

There is a reference, in paragraph 11 of the Governor's

despatch, to a recommendation to the Queen. Since the petition

is addressed to the Secretary of State, this must be assumed to

be an error.

RECOMMENDATION

10.

I recommend that we should not accede to the petitioner's

request and I submit a draft despatch accordingly.

If you agree,

we shall arrange for the despatch to be typed in the department,

and for the Secretary of State's facsimile signature to be

affixed in the normal way for despatches to Governors.
