The permission to crush stone at the quarry site was given to ease the burden placed upon the permittee and to allow him to remove all loose rocks. The permit was continued until the nearby contract quarry became productive.

(B) The access road to the quarry area lies over
private land owned by third parties. Following an application in November, 1960, the then District Officer, Yuen Long in December, 1960, advised that he was unable to recommend the quarry permit for the site as there was no approach road to it and any approach road would lie over private land. few days later, Mr. LAW Kam-sang advised District Officer, Yuen Long that he had obtained the land owners' consent for an approach road but as the evidence of this consent was not forthcoming, the application was rejected in February, 1961. In March, 1961, Mr. Law confirmed that he had the land owners' consent for an approach road and this was subsequently confirmed by the owners. Following a check on a safety requirements, the District Officer, Yuen Long advised Mr. Law on 8.6.61 that there was no objection to commencement of work on the quarry site.
