The amendment should be retrospective to 1967 (paragraph 216).

This proposal has been strongly recommended to the Secretary of State although Her Majesty's Government may not find it easy to agree.

(b) Bail

The conferring of power on the Attorney General to issue a certificate taking away a Magistrate's power to grant bail in certain corruption cases should be reviewed in the light of experience (paragraphs 243-244).

Publication and Publicity

It is proposed that as with Sir Alastair's first report, the second report and its volume of annexures should be published in full. The English version will be available for publication on 10th October but the Chinese version will not be ready until early November.

Some of the proposals summarised above are radical and far-reaching and will undoubtedly be controversial. However, the Commissioner has set out the reasons for them very fully and persuasively in his Report, and they are considered necessary weapons in the fight against corruption. If, as recommended in paragraph 9 above, the Report is published, rejection of or modification of recommendations will invite criticism, and publicity arrangements will take full account of this factor.

Consultation with Staff Associations

The Government is obliged, by the 1933 Agreement with the three main staff associations, not to make any considerable change in conditions of service which affect a substantial part of the service without prior consultation with the Senior Civil Service Council.

12 The Attorney General has advised that the proposed changes in Colonial Regulations, Establishment Regulations and in the Pensions Ordinance are matters upon which the Senior Civil Service Council should be consulted under the 1968 Agreement. opinion that the proposals:
