BLAIR-KERR REPORT: AMENDMENTS TO HONG KONG PREVENTION OF BRIBERY ORDINANCE

1.

In his telegram no 1446 of 14 December 1973, the Governor said that he would be dealing with his proposed amendments to the Frevention of Bribery Ordinance separately.

He has now done so in the form of the attached draft Prevention of Bribery (Amendment) Bill, and the covering memorandum for consideration by Executive Council, on 15 January

3. The proposed Bill would give effect to the recommendations of the second Blair-Kerr Report, as agreed by us. These are listed in the Summary attached to Mr Stuart's submission of 15 October 1973, and approval was conveyed to the Governor in FCO telegram nos 1000 of 8 October 1973 and no 1148 of 12 November 1973.

We should be grateful for your advice on whether Hong Kong's proposed Bill is in line with the amendments agreed with the FCO.
