We, in Hong Kong, have our own Hansard for all to read. The Constitution of the Bar Association is not dissimilar to that of the Bar Council. Though its Committee has had differences of opinion with, it nevertheless enjoys the co-operation and confidence of, the Judiciary, the Attorney-General and his Chambers.
The Legislature and Executive recognize and respect the duty of the Bar to safeguard the rights of the public and anything else in the inter- ests of justice.. The Bar Committee therefore views with utmost concern the article's statement that.. the Hong Kong Bar Association wants the British. Government to look carefully at the way laws are
If the Association made and justice is administered.
so wants, it will so ask and so openly publish.
The matter of appointments to the Bench has been amply dealt with by Mr Anthony Dicks in his letter of the 26th January. Of course it is one of the objects of the Association that the Supreme Court Bench should be appointed from the Bar.
There are inherent difficulties in the way. The legacy of a system which has operated for over a hundred years cannot be disclaimed overnight. Furthermore the Bar is only about sixty strong and there are ten Supreme Court Judges. Nobody has been at fault. Given good will on all sides, and there is good will, the matter can be resolved but it will understandably take a long time.
