You wrote to Mr. Blaker before the General Election forwarding a letter and memorandum about magistrates from Mr. T. S. Lo, a member of the Urban Council in Hong Kong.

We were interested to see Mr. Lo's memorandum and are forwarding it to the Governor for his consideration.

While the Governor will, I am sure, be glad to consider measures that would encourage more suitably qualified local people to accept appointment as magistrates, Mr. Lo's suggestions would involve a radical alteration in the salary structure. Their implementation may present considerable practical difficulties. However, as you know, we have been considering in consultation with the Governor - various ways in which the administration of justice in Hong Kong might be improved. These include the possibility of alterations of the terms and conditions of service of magistrates. We shall certainly bear Mr. Lo's suggestions in mind.

I am returning herewith Mr. Lo's letter and memorandum, together with the photocopies you asked for.
