As requested by you, I now attach below the papers
on this, including r Stuart's final submission to
Sir Duncan "atson, and the original draft includ ng the
sections which were omitted in the end.
I also attach a letter which Mr Blaker has
received from Sir John Tilney, forwarding a letter from
T S Lo a member of the Urban Council in Hong Kong about
the magistr cy. The points raised by r Lo are
slightly different from those raised by Jackson-Lipkin
and the Justice delegation. On the other hand, the
whole question of the establishment, terms and conditions
and service, etc., of the magistracy would be considered
