(b) the possibility of making greater use of lay magistrates to try

petty crimes summarily;

(c) the desirability of annual confidential reports; these are of course of great value to us when serving (or retired) officers are being considered for another job, indeed we were thinking that a legal or judicial officer on contract should also be reported on annually once he had completed his first contract and embarked on another;

(d) I think I told you that Ivo Rigby had complained at having to

report on Supreme Court judges, but again we find these reports valuable, and indeed find it useful to see not only the CJ's comments but also those of the Governor on the standard form.

Third, another criticism is that no prior notice of the charge or case against the accused is given in magistrates' courts, while in district courts only a short summary of the case against the accused is supplied, this being done under an unofficial arrangement of some kind.

Fourth, Miles thinks that notes should be taken in magistrates' courts by someone (or something) other than the magistrate himself.

I gather that Henry Litton has sent a rather good letter to The Times about the Bar Association's attitude to the activities of the local branch of Justice, and I imagine you may have seen the text, although I have not spotted it in print.
