I am sorry to have held on to this minute for so long.
2. The question of title "His Honour" for the District Court Judges should, I consider, be according to the practice in this country since District Court Judges appear to be an innovation in Hong Kong, unless of course there are District Court Judges in other Dependent Territories, with whom they can be equated. Miss Kelly may be able to say.
3. As regards the question of a position in the Precedence List, this must be on the recommendation of the Governor. We, in the FCO, do not initiate these lists. Although there is a standard form of Precedence mentioned in Colonial Regs (Regulation No. 114), it is for the Governor to decide who should be included and on the order of Precedence. approved by The Queen.
