I replied on 9 July to your letter of 26 June to David Ennals, with which you sent correspondence from Mr M P Tracy of Hastings and Company, Marine House, First Floor, 15/19 Queen's Road, Central Hong Kong (a copy of which I enclose). Mr Tracy was concerned about the case of Mr Li Kit, one of the 119 South Vietnamese illegal immigrants who were detained in Hong Kong.
The Governor has now told us that Mr Li was known to have left a wife and seven children in Saigon and that there were no grounds for allowing him to remain in Hong Kong.
The only member of the group who was allowed to stay was Mr Chan Kwok-kei, who claimed to have been born in Hong Kong. You will he glad to know that, before the other 118 members were returned to Vietnam the Hong Kong Government made individual investigations into the case of each member of the group. Twenty-one questions were asked and the answers were recorded by the Marine Police. The questions included:
(a) Name
(h) Language spoken
(c) Place and date of birth
(d) Family background (names, ages and addresses of relatives) (e) Particular detailes of any relatives living in Hong Kong (f) Occupation/salary etc for the past four years
(g) Reason for leaving Vietnam
(h) Documents held (whatever type).
