seam I was glad to see John Bushell's letter of 17 September about the action that may become necessary in Saigon at or after the trial of the illegal emigrants who tried to enter Hong Kong last June.

2.

There has been a total silence in the local Hong Kong press for two months or more. I think the last show of interest was a report of Bac's statement at the end of July.

3.

There has been no sign of Sanguinetti either and I presume that he is still on holiday.

4.

We have continued to have a steady trickle of letters from supporters of Amnesty International, and I agree with the Ambassador that the deciding factor will be Amnesty's desire or otherwise to pursue their allegations. From our point of view here, I think there is every advantage in continuing to press Ennals to substantiate their allegations.

5.

In the last resort, however, we are not likel to be out of the wood until the trial or trials have been held in Saigon.
