World does not seem to be willing to come to the help of these un-

fortunate members of the Vietnamese people.

We realise that legally, according to the letter, the case washandled correctly. Yet we should like to draw your respected attention to the

human aspect of this tragedy and to the fact that the treatment of

these refugees, their deportation to Con Son, contrary to the promises

of President Nguyen Van Thieu, had to be expected. Therefor it is

difficult for us to understand that a mere statement by President

Thieu was considered to be a sufficient guarantee for the safety of

the refugees, a statement given by a President with a long history

of broken promises.

Appreciating Your Excellency's deep committment to the Human Rights

we, members of Amnesty International, request you to do everything

in your power to ensure that assurances made to you are adhered to

and that thorough investigation is made into the conditions under

which these peoples are currently being detained and into the charges

on which they are being brought to trial.

The world would greatly honour if Your Excellency would succeed in

your efforts to regain a sphere of freedom for these trapped victims

and thus to ensure for them a social and international order which

respects their basic human rights, (article No. 28).
