As members of the Amnesty International we have to our regret learned that
the 117 Southvietnam fugitives which Hong Kong on the 16th June returned to Saigon
now have been transported to the notorius prison on Con Son Island. Amongst these
fugitives there are 14 youngsters below 15 years old. The conditions of this prison
ix are so wellknown that word cannot describe the unhuman treatment which is so extremely
far from the Universal Declaration of Human Rights.
The British Government has their responsibility for the administration in Hong Kong
and the Government in your country should demand at the authorities in Saigon that these
fugitives receive the mild treatment promised them if they returned to Saigon. A careful
investigation should be made about their present conditions in the prison and what they
will be accused for.
Kindly do your best to arrange that they are given free as soon as possible or that
they in any case receive a human treatment.
