I submit a draft reply to Amnesty International's letter dated 7 August on the lines agreed at Lord Goronwy-Roberts's
+(9) meeting on 13 August. I also attach copies of Amnesty
International's letters of 30 July and 1 August and of the Minister's replies of 5 and 7 August.

I also submit a draft telegram to Hong Kong, on the lines
agreed, about the four other illegal immigrants discovered at Kai Tak airport when the 118 were being returned. In Hong Kong
telegram no 14 to Saigon, the Governor gave details of this
incident and said that none of the four was likely to be repatriated in the near future. In his telegram no 766 he said
that 22 demonstrators, including these four, had been bound over
for six months on a charge of entering a restricted area contrary
to the airport regulations. It seems unlikely that any early
action will be taken on these four, but, as the Minister said,
especially since there is now Australian interest in them (Canberra telegram no 730), it would be as well to make sure.
