I had Mr Sanguinetti of Amnesty International for one-and-a-quarter hours this afternoon. Ie has a certain Latin volubility and charm. But for a lawyer, at one time a judge according to his own account, he is amazingly woolly and waffley.

He also has a marked distaste for being pinned down by facts. I noticed that when I offered him the text of the telegram sent by Mr Nha to Amnesty International commenting on their allegations of death and maltreatment at Con Son island, Sanguinetti did not bother to read it.

2. The best things about him are his undoubted humanitarian feelings and the frankness of his opening activities here. As we know, he marked his immigration card at the airport as having come on "other" business. His first action has been to call on the Ministry of Information whero he 100% with them:
