Dear Mr Callaghan,
The Swiss Section of Amnesty Inter-
national has been gravely disturbed to learn of reports
indicating that fourteen of the 118 South Vietnamese
deported from Hong Kong on 17 June 1974 have died from
injuries in Con Son prison, and that 21 further deportees
have been sent to front-line units although they have had
no training.
We recall that before these deportations tock
place assurances were given by the South Vietnam Govern-
ment to the British and Hong Kong Governments that the
deportees would be treated with leniency, and respectfully
urge you to take all possible steps to see that these
undertakings are respected. We would also support the
request of the Secretary-General of Amnesty International
that an impartial international inquiry be set up urgently to investigate the situation of the detainees.
