1. Before she went on leave, Anne Warburton asked me to take action on your letter HKK 14/5 of 15 August. At Jack Kelly's suggestion, I called on Messrs Muller and Gobius at the UNHCR. (Kelly himself has just left on mission to Cyprus).

I showed Messrs Muller and Gobius the copies of the exchange of correspondence between Mr Martin Ennals and the Minister and spoke fully from the note attached to your letter. Mr Gobius, who knows Hong Kong and the RVN well (he was, until recently, the UNHCR's representative in the Far East), agreed that Amnesty's case appears to be based on very shaky evidence. The High Commission themselves had also been unable to obtain any substantive information to support these allegations. Mr Gobius said that apart from noting any information that came their way on this case, the High Commission were not at present planning to take any further action. He would, however, appreciate any additional information you considered able to pass on in due course particularly anything Mr Sanguinetti has to say.
