Ennals' letter, however, is directly based on press cuttings from Hong Kong, one of which - the "China Mail" of 25 July - remarks that "The refugees were brought back to Saigon from the notorious island prison of Con Son nearly a week ago". That is fair evidence that Amnesty do not bother even to abide by their own chosen press reports and I should have thought the point could be made to Ennals at least orally if not in writing.
5. I do not underrate the difficulties which face Ministers (and indeed all of us) in a case of this sort (and therefore welcome the more the tone of Lord Goronwy-Roberts' letter of 7 August) but it is surely wise to cut off inaccuracies and/or untruths at base.
