However reluctant Amnesty may be to reveal the sources of their evidence, it would seer unreasonable of them to withhold the evidence itself. I submit a draft reply based on Iord Goronwy-Roberts' suggested wording.

We are taking up with the Ambassador the possibility of a visit by an impartil observer to see those of the group who are awaiting trial, a possibility which has been mentioned by the South Vietnamese Foreign Minister, but meanwhile I think it would be inadvisable to mention this to Amnesty.
4.
The Ambassador's record of his conversation with Hr Sanguinetti contains no reference to corruption in high pl ces related to illegal emigration from South Vietnam, as Mr Ennals alleges.
