ILLEGAL IMMIGRANTS FROM SOUTH VIETNAM

1. I attach a draft submission covering a draft reply to Mr Janner's letter of 8 July. I have cleared both drape with SEAD.

2. You will note that we have promised a further reply to Mr Maclennan (see Flag A on the attached submission). Although Mr Li Kit was of course sent back with the other illegal immigrants and many of the issues raised by Mr Tracy have thus been overtaken, Mr Galsworthy nevertheless thinks we should answer the specific points about Mr Li Kit's case that are raised by Mr Tracy in his letter of 12 June. In particular, he thinks we should seek Hong Kong's comments on paragraph 4 on page 2, also on an alleged statement made by Mr Collard (penultimate paragraph on page 3).

3. When Mr Crowson sent a copy of Mr Tracy's letter to Hong Kong, he did not specifically ask for their comments. Do you think we should now telegraph Hong Kong for these ?
