ILLEGAL IMMIGRANTS FROM SOUTH VIETNAM
Saigon telegram no. 200 records the offer of a public statement which the South Vietnamese Foreign Minister has made HM Ambassador. With the amendments proposed in discussion with Mr Bushell, the statement is better than anything that has been
offered before. But it still falls short of acknowledging that assurances were given and of the promises made by the South Vietnamese authorities before the group were returned (FCO telno. 96 to Saigon).

The first defect can be cured by a relatively small change in the draft wording. For the second, I think Mr Bushell should be instructed to try for wording closer to the formula used in our PQ; but if he fails, I think we could be content with a minor change in the proposed wording. The alternative is for us to accept that we will never get a wholly satisfactory public assurance from the South Vietnamese Government and to give up the attempt. But it is really too late for this. We have demanded a public acknowledgement and must concentrate on ensuring that it is as
satisfactory as possible.
