Mr Bac's reaction is not wholly consistent. If, as he suggests, an assurance that nothing serious will happen to the group would rule out criminal trials, then logically no trials should have taken place, since this assurance was in fact given.

However, there is little purpose in arguing the point further. The wording now proposed by Bac is tolerable and is not inconsistent with our own Pd. I recommend that we should

The next major question is what in practice happens to

The latest report (Saigon telegram no. 202) is not unhopeful. Although we may haveto ask H M Ambassador to intervene again on this point at a later stage, there is nothing to the purpose that he could say now. I have therefore left this point out of the draft telegram.
