Hong Kong telno. 22 to Saigon requires a further intervention from us. Lord Goronwy-Roberts told the Governor of Hong Kong yesterday that he was glad that we had agreed an adequate statement with the South Vietnamese Government. The main purpose of the exercise is to enable him to say in the House that the Saigon Government have publicly acknowledged that assurances have been given. I think we must press ahead. I submit a draft telegram accordingly.
