Dear Minister,

Thank you for your letter dated 15th June 1974.

As you are probably aware, 29 South Vietnamese recently deported from Hongkong to con Son prison have now been released. Although this is very encouraging news, we are concerned for the fate of the remaining 88 South Vietnamese who may be put on trial in the near future.

According to press reports from Hongkong, the Head of the South Vietnamese National Police, Brigadier Nguyen Khac Binh, has denied that assurances were given to the British and Hongkong Governments that the deported South Vietnamese would not be severely dealt with.

Mr. A.J.J. Sanguinetti, a Hongkong lawyer and a British subject, has agreed to observe the trial of the remaining South Vietnamese in Con Son prison. Mr. Sanguinetti is at present on a private visit to Bangkok and will be in Thailand until about 6th August. He has expressed an interest that even if it is not possible for him to observe the trial he would very much like to see the deported South Vietnamese in view of reports from Hongkong that they have been "savagely beaten on arrival in Saigon".

Since it will be Mr. Sanguinetti's first visit to Saigon, he has expressed the hope that an official from the British Embassy in Saigon might meet him at the airport. In view of the short time remaining, I have taken the liberty of advising him to contact the British Embassy in Bangkok to inquire if the Foreign Office will facilitate his visit to Saigon.
