Dear Mr. Stewart,

It was very kind of you to suggest that I should write to you with regard to the position of the South Vietnamese 'draft dodgers' and/or 'deserters' presently in Hong Kong. Our relevant questions

are:-

The approximate numbers of South Vietnamese 'draft dodgers' and/or 'deserters' in Hong Kong.

The number, if any, of South Vietnamese 'draft dodgers' and/or 'deserters' deported to South Vietnam during 1973 and/or since 31st January, 1974.

3. The official policy of the Hong Kong Government regarding illegal South Vietnamese in Hong Kong. Is it the policy of the Hong Kong Government and/or the British Government that these South Vietnamese be deported to South Vietnam irrespective of whether or not they have valid visas or means of entry into another country.

As we discussed over the telephone, I think that once we have the necessary statistics we may be able to help these South Vietnamese, many of whom live in constant fear and harrassment.
