ILLEGAL IMMIGRATION FROM SOUTH VIETNAM TO HONG KONG

I submit a further draft of the telegram to Hong Kong,
amended as Lord Goronwy-Roberts requested after his meeting with
Mr Martin Ennals this afternoon.

I recommend that this should be despatched this evening.
Each day's delay increases public interest in the case and the
difficulty of finalising our instructions.
