David Ennals has passed me your letter of 11 June about the 119 Vietnamese detained in Hong Kong. We discussed this fully on Wednesday. I promised to do what I could for you, but as I told you, I cannot be sure how much this will be and the final decision must be left to the Governor in Hong Kong.
