of the 117 in view of South Vietnam's detention policies, its proven record of torture, and the fact that draft-evaders who are detained are often put immediately into front-line units.

Your Excellency, I hope it will be possible for the remaining South Vietnamese to remain in Hong Kong. The French Government has already expressed to me an interest in granting asylum to them, and we have already advised them to approach the French Consulate in Hong Kong for permission to reside in France if they so wish.
