I enclose a letter from an old friend of the Under-Secretary of State for the Royal Navy, Mr Frank Judd, in which the correspondent raises, inter alia, the case reported in "Le Monde" of the deportation from Hong Kong to Saigon of 118 South Vietnamese. Mr Judd would like to reply fairly soon to all the points raised, and I should be grateful if you could provide a draft passage on the Hong Kong point for incorporation in the reply. The FCO might also wish to comment on the manuscript footnote to the letter.
