As you will see from Mr. Howell's letter of 22nd July, he will be available to travel to Hong Kong on any date after 19th August. As his services are urgently required in Hong Kong I hope that it will be possible for you to complete the formalities of his appointment, including the booking of a passage, in time for Mr. Howell to travel on 20th August. I understand that Mr. Howell will not initially be accompanied by his wife and son and that they are to follow him in December 1974.
I also enclose a copy of my confidential telegram no. 400 of 5th August in reply to the Hong Kong telegram no. 403 26th July, of which you and fir. Crowson already have cupies. As indicated in this telegram the Hong Kong Govern- ment wishes to make the earliest possible announcement of Mr. flowell's appointment. I should therefore be grateful if you would let me know as soon as Mr. Howell has accepted your offer so that I can arrange with the Metropolitan iolice for a simultaneous release here and in Hong Kong.
