with reference to our meeting in the Foreign & Commonwealth Office today, I should be grateful if you would arrange on behalf of the Government of Hong Kong, the appointment under the Overseas Service Act 1958 of Detective Chief Superintendent N.S. Howell of the Metropolitan Police as a senior Assistant Commissioner in the Royal Hong Kong Police Force, for duty as Director of Criminal Investigation for a resident term of three years.
The current salary of a Senior Assistant Commiss- ioner is HK/10,000 a month, but this is subject to a very recently announced salaries revision details of which are not yet available.
I enclose the latest available statement of Conditions of Bervice for overseas officers upon which you should base the conditions of service for this appointment, subject to necess- ary revisions under the terms of the Overseas Service Act.
I also enclose a copy of my reply to Mr. Howell's letter of 22nd July, a copy of which is also attached for your records. You will see that I have already replied to Mr. Howell about the last three of his questions, although I have not quoted the details of his leave earning arrangements.
Mr. Howell has been examined by consulting physician, Dr. A.C.E. Cole, and found to be fit for the appointment. (ODM reference 439/Y of 24th July, 1974).
