Clause 10 provides a power of arrest and detention for officers
authorized by the Commissioner.
Clause 11 provides for the making of standing orders by
the Commissioner for the regulation of the Commission.
Clause 12 and 13 set out the duties and powers of the Commissioner
which will enable him not only to investigate suspected offences under
the Prevention of Bribery Ordinance but also to examine the practices
and procedures of Government departments and public bodies and to
recommend improvements in such practices and procedures so that
opportunities for corrupt practices may be eliminated.
Clause 14 to 14 deal with financial and accounting procedures.
Clause 17 provides for an annual report to be submitted to
the Governor and laid on the table of Legislative Council.
Clause 18 amends section 6(2) of the Public Services Commission
Ordinance to exempt the Commissioner, the Deputy Commissioner and
officers of the Commission from the purview of the Public Services
Commission Ordinance.
