of the Commission serve will be subject to the approval of the Governor and that they will be kept roughly in line with those of the public service.

In order to implement these decisions the Independent Commission Against Corruption Bill 1974, as annexed, has been drafted in consultation with those concerned.

The draft bill makes provision for the issue of warrant cards by the Commissioner to his staff (clause 9); for powers of arrest and detention to be conferred on staff of the Commission authorised by the Commissioner (clause 10); and for the making of standing orders by the Commissioner for the regulation of the Commission (clause 11). The staff of the Commission will be subject to Colonial and Government Regulations, except insofar as these are modified by standing orders made by the Commissioner, with the approval of the Governor (clause 8(3) and clause 11(2)). The duties and powers of the Commissioner are set out in detail in clauses 12 and 13.
