of the commuted part of his pension would be granted. Permission to take up paid employment during pre-retirement leave would also be granted.
Annual Confidential reports on public officers serving with the Commission will be made by the Commissioner at the due time and forwarded to the Secretary for the Civil Service for any necessary action.
Fayment of Special Allowance

Selection of staff for the various commitments of the Commission will re-uire great care and among special qualities expected, proven ability will be paramount. The work will be of an unusual nature and, to enable the Commission to attract people of the right calibre, it has been decided that it is necessary to pay a non-pensionable, non-gratuity earning allowance, in addition to salary, on the following basis :

Conditions of Appointment

In order to preserve the interests of serving officers and to provide an element of inducement, additional to the payment of the special monthly allowance, officers released for service with the Commission on whatever terms will normally be appointed at their present salarios plus an addition to make up for certain allowances, such as plain clothes or dialect allowances, which would otherwise be lost on transfer. Acting allowances will not be taken into account for purposes of calculating an officer's salary entry point. A pensionable serving officer appointed on agreement will be given a specific undertaking that his promotion prospects will be preserved.
The rights and privileges normally due to a public officer will be maintained during an officer's service with the Commission and will include leave, which will be earned at Government rates, medical and dental treatment (including hospitalisation) and passage/baggage entitlements if applicable.

Serving officers normally eligible for Government non- departmental quarters will continue to be eligible and, where applicable, to retain such quarters in accordance with Establish- ment Regulations. As an interim measure, the Commissioner of Police has agreed that seconded inspectorate and rank and file members of the Police Force who are posted to the Commission's Operations Branch will be entitled to remain in Folice Force housing.
