event that the period of secondment exceeds one year.
Agreement - On Leave Without Pay
The officer is released for service with the Commission on leave without pay and will normally be appointed on agreement for a period of 2 years with a terminal gratuity of 25% of gross basic salary earned. The period of the agreement may be adjusted to cover such contingencies as mid-tour appointments, leave and other factors likely to effect the agreement period. Service on agreement terms will count for seniority and an officer's promotion prospects in his substantive grade will be proscrved by consideration for promotion in absentia. Service on agreement, including terminal leave, ill count as qualifying service for pension purposes but it will not count as pensionable service, as defined under the Tensions Regulations. At the end of the agreement, including terminal leave earned, an officer may be offered a further agreement or he may revert to his parent department or grade. His service with the Commission would be taken into account for incremental purposes on reverting to the salary scale of his substantive rank or grade.
(c) Agreement
(a)
by transfer from agreement terms with
the Government The officer is released from his existing agreement with the Government to serve on similar agreement terms with the Commission. In this event such factors as mid-tour appointments, loave, passage, baggage entitlements, quarters, medical treatment and payment of the Government gratuity will be taken into account before an offer of agreement with the Commission is made. Subject to these considerations, the officer will be appointed, through an exchange of letters, on agreement normally for a period of 24 years with a terminal gratuity of 25% of gross basic salary earned. On appointment the officer will sever all connections with his department, and the agreement with the Government will become void unless special circumstances make it necessary to approve the retention of certain rights and benefits which may have accrued during the officer's period of service on agreement with the Government. If, on completion of his agreement with the Commission, the officer wishes to return to employment with the Government he ray apply for re-employment and his application will be considered in the light of the vacancy position and recruitment policy rules prevailing at the. time.
Retirement and employment on agreement
A serving officer who has reached the age of 50 years but who is below the normal retirement age of 55 years is eligible to apply for early retirement and, if this is approved, will be appointed on agreement for 2 years with terminal gratuity of 25% of cross basic salary earned.
