The Community Relations Branch, headed by a Director who will be responsible for publicity, public education and the involvement of the public in the fight against corruption by the motivation and influencing of public opinion through public organisations, education in schools, campaigns and by liaison with kaifongs, district and area committees, mutual aid committees, student groups, industrial and

commercial undertakings and District Officers in the urban and rural areas.

In addition to posts at directorate level the Commission

has a general staff structure as follows :-

Senior Commission Against Corruption Officer

Commission Against Corruption Officer

$1,750 to 6,140

Assistant Commission Against Corruption Officer

$980 to $1,660

The above grade titles are tentative, and may later be changed.

Because the Commission is to take over the present Anti- Corruption Office of the Police Force as a going concern, it has been necessary, as a start, to convert all posts on the approved establish- ment of that Office from existing Police Force and common-user grades to the new grades proposed for the Commission on a one-for-one basis. Additional administrative and other key posts have been provided for the Prevention and Administration Branch and for the Community Relations Branch to enable the Commission to comence work and proceed with further planning.

The conditions of employment of public officers will include secondment, agreement on leave without pay, agreement by transfer, and agreement direct with the Commission after retirement from the public service. Those are detailed in paragraph 8. Initially and with the agreement of the Commissioner of Police personnel now serving in the Anti-Corruption Office may be posted to the Commission on secondment until the Commission is in a position either to replace these officers or to absorb them into the new organization on formal secondment or agreement terms.

Secondment

The officer is released for service with the Commission on condment terms. During secondment, the officer's promotion prospects in his substantive grade will be preserved in accordance with the provisions of approved departmental or grade policy and conditions of appointment. The provisions of DR 126 will apply, and seconded officers will retain seniority in their substantive rank/grade. Officers earning more than the minimum salary of the grade to which they are seconded will retain their present salary and incremental date.
