VACANCIES IN THE INDEPENDENT COMMISSION AGAINST CORRUPTION
This circular notifies the Civil Service in general terms of the organisation, structure and establishment of the Independent Commission Against Corruption, and invites applications from serving officers for appointment in the first instance in the Operations Branch and in the Administration Division of the Frevention and Administration Branch. This will enable the Commissioner Against Corruption to assume responsibility for the work currently carried out by the Anti-Corruption Office of the Police Force and to establish the other branches of the Commission as quickly as possible.

On 17th October, 1973 His Excellency the tovornor announced in Legislative Council that, on the advice of xecutive Council, separate Anti-Corruption Commission would be formed under a civilian Commissioner hose independence should be established by his position being apart from the Civil Service. His Excellency 1 ter directed that the transfer of responsibility from the Tolice Force to the Commission should take place during February 1974.

The first task of the Commission ill be to ensure that current investigation work in the present Anti-Corruption Office does not decelerate by reason of lack of co-ordination, staff, or other resources. To this end it has been agreed that there will be a period of secondment of serving Police Officers and civilian staff of the present Anti-Corruption Office, until the Commission is able to introduce independent means of recruitment and appointment of staff to the Commission's establishment. This is an interim measure and the Commissioner aims to recruit permanent staff for the Commission as soon as possible.
Organization

The Commission will be comprised of three main Branches :-
(a) The Operations Branch, headed by a Director,
Iir J.V. Prendergast, who will also be the Deputy Commissioner. He will be responsible for the detection of corruption and for the preparation of cases for the courts or for reference to Government for disciplinary action.
(b) The Prevention and Administration Branch, headed
by a Director who, apart from being responsible for administration, ill have responsibilities for the prevention of corruption within Government and within organizations and public bodies as defined in the Frevention of Bribery Ordinance, Cap 201.
