Initially, in the first year or so, we plan to expand the Operations Department to approximately 500 men: this would give us an Operations Department about double the present size. Our plans include the recruitment of University graduates. However, the response from the members of the Police Force has been far from overwhelming (perhaps happily) in that out of 1,800 applications for posts in the Operations Department only 100 have come from police officers. Policemen who come across to us will not do so automatically but will be interviewed and strictly vetted. They will anyhow be required to accept contracts with the Commission and only in the exceptional circumstances of the early days of the Commission will we accept former policemen on secondment.

Plainly, initially the Commission must comprise a mixed bag of staff, but the steps I describe above will, think, help dispel public misgivings regarding the staffing of the Commission.
