WRITTEN PARLIAMENTARY QUESTION:
APPOINTMENTS TO HONG KONG'S
INDEPENDENT COMMISSION AGAINST CORRUPTION

I submit a draft reply to Mr James Sillars' written
Question which is down for answer on 6 May.

The reply has been agreed with the Governor. Howeverg
Some background to Mr Sillars' Question is provided by the
attached letter and enclosures from Mr Maurice Tracy, which
have been forwarded to Lord Goronwy-Roberts by Mr Ken Marks MP.
3.
I shall be submitting separately, next week, a draft
reply to Mr Marks' letter. Meanwhile, I have spoken to Mr Cater,
Hong Kong's Commissioner Against Corruption, who is currently in
London and with whom I shall be discussing the question again
next week before he returns to Hong Kong.
4.
Mr Cater has confirmed that Mr Liu has not been offered
the post of Director of Community Relations in the Independent
Commission Against Corruption. There has, however, been a very
thin field of suitable applicants for the directorate of Community
Relations. In this situation Mr Ford, the Hong Kong Director of
Information, did speak informally to Mr Liu about the possibility
of his applying for a post (but specifically not the Director's)
in the Independent Commission Against Corruption's Department of
Community Relations; but Mr Liu did not respond and the matter
has gone no further. Mr Cater agrees that Mr Liu might not be
/ideal
