LETTER FROM MR KENNETH MARKS MP: APPOINTMENTS TO HONG KONG'S INDEPENDENT COMMISSION AGAINST CORRUPTION
Problem
1.
Mr Kenneth Marks MP has written to Lord Goronwy-Roberts,
enclosing a letter (with enclosures) from Mr Maurice Tracy in
Hong Kong. Mr Tracy alleges that Mr George V Liu has been
offered the job of Director of Community Relations in Hong Kong's
Independent Commission Against Corruption, and also that Mr Liu
is not suitable for this post.
Background
2.
I submitted on 3 May a draft reply to a written
Parliamentary Question from Mr James Sillars on the same subject.
As I then explained, the Governor and Mr Cater, Hong Kong's
Commissioner Against Corruption, have both confirmed that
Mr Liu has not been offered the post that Mr Tracy alleges he has.
I explained, however, in my earlier submission that

Mr Cater (who is currently in London) has told me that there has
been a very thin field of suitable applicants for posts in the Commission's Directorate of Community Relations. In this situation
Mr Ford, the Hong Kong Director of Information, did speak informally to Mr Liu about the possibility of his applying for some post (but specifically not the Director's) in the Directorate
of Community Relations; but Mr Liu did not respond and the
matter has gone no further.
