186. The Police Force continued to harass street selling syndicates which were quick to move, change their operatives and increase their warning system as soon as efforts were directed against them. Police pressure has been maintained on packaging and other distribution centres, a number of which were successfully raided, and arrested persons prosecuted.

187. The use of cannabis, along with the abuse of amphetamines and barbiturates, continued to remain popular with some residents in Hong Kong, particularly amongst the younger population.

Support Group

188. The Support Group of C.J.D. Headquarters is commanded by a Senior Superintendent of Police and consists of the Prevention of Crime Office, Criminal Records Office, Identification Bureau, Ballistics Office, Depart- ment of Forensic Pathology, Drugs Disposal Unit, plus administration offices and registries.

Prevention of Crime Office

189. During the year attention was focussed on the physical security of property (i.c. the home, one's place of work etc.). To improve the ever present weak security of premises and property, the need for the Force to possess an expert with up to date knowledge of all security measures was realized.

190. A Chief Inspector was sent on a course at the Home Office Crime Prevention Centre in the United Kingdom, which was followed by a two-week attachment to a Police Force in Britain. This officer will be in a position to instruct other officers locally in this aspect of crime prevention.

191. The second Crime Prevention Exhibition is scheduled to be held at the City Hall from 4th to 8th May, 1973.

Research and Production Unit

192. This Unit is responsible for producing major papers on policy, legislation, technological advancement, operations and administration.

Criminal Records Office

193. During the year, Criminal Records Office has been undergoing reorganization by a specialist recruited from the U.K. Nearly all the old systems have been revised in line with modern methods being used throughout the world. In adopting these new systems and methods closer links are now being forged with the Identifica- tion Bureau in an effort to achieve a higher standard of efficiency.

194. Many of the new systems now being introduced at C.R.O. rely on microfilming. C.R.O. records and case les are now being filmed. Hard copy criminal records are being compiled on recidivists in order to afford investigating officers, courts and prisons comprehensive information.

195. Nominal index comprising some 300,000 names has been converted from a card index to slip form. Easy-to-operate manual systems have been introduced to deal with property reported lost, stolen and found, #tolen vehicles, undetected cases of crime and modus operandi.

196. Photographic identification has been converted from Rondodex trays to albums. These are being in- reduced for use in both Hong Kong and Kowloon Districts. The quality of photographs being used has improved to allow for easy identification by witnesses.

197. A Vehicle Records Index was introduced on 1st September, 1972 and up to 31st March, 1973, a total 1,696 telephone searches have been made resulting in identification of 364 vehicles.
